Abstract

Achieving the goals of Open Systems Architecture requires the Navy to formulate a strategy for decomposing large monolithic programs and technical designs into manageable, capability-oriented frameworks that can integrate innovation more rapidly and lower total ownership costs. A key element of this strategy is the Navy's Business Innovation Initiative, which is investigating various changes in business relationships between an acquisition organization and its contractor(s) to identify rational, actionable reform for new acquisition strategies, policies, and processes.
