Agile and DevSecOps methodologies achieve flexibility for software development projects to adapt to changing needs, which is important for mission success, but makes it difficult to get accurate cost estimation. To address that difficulty, the SEI is developing the Capability-Based Software Cost Estimation (CaBSCE) method to improve cost estimation and align it with modern software practices. This document describes what CaBSCE is and how it works, and it describes how Department of Defense contractors and programs can help the SEI continue to develop it. The document also outlines the many benefits of helping with development, like receiving training and custom insights about cost estimation as well as becoming an early adopter of this novel method.
